A bearing spacer or a speed ring? I’ve soaked speed rings in oil and used a razor blade with success.

I believe both..one truck hanger joined with a speed ring and either a spacer or inner circle of a bearing..cages/balls(tee hee)removed...

Clamp on the spacer in a vice, put an axle nut on the end of the axle to protect it & then hit the axle end with a hammer. Hopefully this will dislodge the spacer.

You can try a couple or a few drops of penetrating oil like Kroil or PB Blaster. Let it soak in for awhile to loosen things up. Eventually you should be able to dislodged whatever is stuck by prying with a utility knife blade. I like to try this before I break out the hammer.

Put it in the freezer over night.

Then tap it lightly.......

Metal shrinks , but becomes brittle.

Don’t bash it......your trucks may disintegrate.
