What's the difference? A stain penetrates and a varnish sits on top?

Sort of exactly. A stain changes the color of something and a varnish is traditionally clear. Stains are flat/matte and turn to gloss when varnished over. You can tint a varnish to a certain extent but it's best to just dial in the color of your stain. |
